Are all Nascar cars at same power level/speed/ control?
I have a 2010 Carl Edwards #99 FUSION, but can't win the B spec event.

Nope, some bhp differences, but that fusion is one of the better ones.
What you could do is waiting until bspec driver gets a higher level. And also try it with a 'hot' driver.

lvl 23 it's enough?

I went back and did mine later on, like level 30 drivers. Change the oil on your car, increases the bhp, and like he andrassy said use a hot driver and keep him hot until he has a sizeable lead. Grand valley is the only one to be careful of as you can waste tyres by the final lap.

I've only done 1 of the enduros and that was the 200 laps on indy or whatever and thats cuz i went in a circle with the x1, ef that noise but im still a-spec lvl 35 haha... Will probably start doing them when my trading dies down.
atm i basically only race online.... usually just smoke everyone anyway.
