Yes.

Long story short is if you have it maxed and find the crux of crota (or whatever it's called) from hard mode crota you get an exotic that is supposed to be pretty sweet

should I buy star fire protocol or hold out for heart?

It's a good substitute. Fusion grenades are good and it frees up the skill tree slot for having double nades.

Get it and hope you have enough for both would be my suggestion
