Vanguard commendation. Stupid hard to get or what?

Any/Every rank of Vanguard 3 or greater gets you 1...i.e. rank up and get a Commendation, random loot, ect. Same goes for the Crucible and other reps....all give you crucible commendation. Except Eris

Random loot like a lucky blue engram ?

I've gotten quite a few things from Vanguard...up to rank 16 now I think...been trying to get other reps to 10
