i find its generally hard to find people on the same quest or have the same quests unless u go explore together
so i prefer to go it alone instead of wasting time trying ot find somebody... until higher lvls when u can do raids or what not its prob much easier ^^

The alliance only effects your starting area, and your pvp faction I think. Once I leave the starting zone u should be able to party with anybody. All factions will be questing in reapers March at lvl 25 or so for example.
Pretty sure it's just were your new character spawns. Like in wow u make dwarf so u quest in iron forge, human in elwyn forest, but if u want to u can group with a dwarf and run all the way over there (not worth the trouble tho).

Correct me if anyone can confirm im wrong tho, I haven't exactly tried myself yet, only lvl 12 havent got into the game yet, still trying to complete witcher3.

It won't let u know there group if ur not in the same alliance.
