Ah so it is an item. I don't really remember seeing the sea being loaded besides the islands in the distance and even then you could have seen a few islands a few squares away.
Then again it's been a several years since i've played it. We recently found the gamecube again and the games for it and I played Wind Waker a few minutes on my old save file. Was still impressed on how big the game is. Took 5 minutes to sail a few squares even with the wind at my back.
