So it's ok to you that a person who is in full support of the game(paying the initial $60 and $15/mo sub) still doesn't get 100% of the content available

To make u understand i will try to explain it as easy as possible..
Game without sub = full game
Game with sub = full game + cosmetics

I think he means addons
All addons will be included in the ps4 version from what i have heard
