I'm guessing he didn't/can't do the Eris quest line to officially unlock them.

Got vex / fate bringer on atheon

Got gloves / boots from Crota for warlock

Got armor for Titan from crota

Radiant shards are a bitch to come by, maxed boots, haven't started gloves yet

Summoning pits is a vanilla destiny strike. He doesn't have to do shit except turn on the game and enter the strike

From what I understand you have to beat all the new DLC quests in order to do either regardless of what strike it is. At least that's what happened to me after I downloaded the new DLC.

If he's referring to the weekly version of phogoth strike, then he needs to do Eris quest line still. It's locked on my alts still even though it's an old strike. I can tag along with people but I can't start the weekly/nightfall until I finish Eris.

That's odd then. Mine are still locked on the Titan alt.
