Ppl are reporting not getting mail for leveling up factions either. Probably a bug.

Most reports I've seen were from people being level 2

We'll see the nightfall and weekly heroic should put me at lvl 27 vanguard or pretty damn close. I'll hit tonight no problem. And to be honest it doesn't look like a bug it looks like two things. It's streamlining so you don't have to go to the postmaster. Also it seems like a means to not be able to stack them and get mass xp since I'm sure "that's not how it was intended" and bungie ninja "fixed" it

Yesterday I lvled up my vanguard to rank 9 and I did not receive a package from the postmaster. Wtf.
