How do you get queens guns

I saw a few people get them from the packages from the elder sigil when you turn it in. Not sure if there are other ways?

elder sigil gives a weapon and variks packages from the ranks

all of the weapons are really good, stat pool isn't as large or useless as most

pulse
ar
sidearm
shotgun
sniper

are all potentially top tier
