It really comes down to your playstyle. Some people don't mind slow movements (e.g. "fat rolling") so they just equip the heaviest armor possible; heavier armor equates to more poise. However, if you prefer to be a little lighter on the feet, keep your weight load at 50% max; 25% max for even faster movements. Mixing and matching pieces from different armor sets tends to be the most efficient, especially for PvP. Doing so allows you to stay under a specific weight load while being able to obtain an acceptable amount of poise; 40 seems to be the minimum poise value that players aim for. On the other hand, you can get through your first playthrough by wearing whatever armor you think looks the best.

In case you're not sure how poise affects your game, in short, it makes your character more resistant to staggering effects. You can find a more detailed explanation at http://darksoulswiki.wikispaces.com/Poise.

Im in Blightown.

So far Ive been making a caster with 30 INT .... is it too late to try and be a legit weapon wielder of some sort? Does it pay dividends just sticking to caster? Bad idea to be both and not specialize?

any class can be a strong weapon wielder.
u just need to find one that scales with ur primary stats.

hybrid classes are pretty popular.
