They need to just make matchmaking completely connection based, and then just add in a ranked playlist that's skill based and at the same time cut out some of the extra game modes to consolidate the player base. They can choose to add in a ladder/rankings leaderboard or emblems/shaders for the ranked playlists. But being bungie, and similar to what they did with patches when it comes to guns, they chose to implement blanket patches instead of just changing one aspect of the game. A player should never be matched against people living in france and sweden, or even the west coast for that matter, if said player is on the east coast. It's fun to play against good players, but that enjoyment level decreases drastically when your shots are registering a second later due to the other individual not being at optimal connection. Outright kills turn into trades, easy quick kills require an extra shot or burst which in turn prevents you from engaging the next target smoothly. As a result of lag, you overcompensate to secure the kill, which results in a ripple effect that negatively impacts your gameplay. I'm sure everybody has experienced this where their pulse rifles or mida shots doesn't feel crisp because the target is not at a full green bar.
