But, it is far from a hole. It is unfinished basement and when you look up at the particle board above the joist it is cracked. It is not structural because it has been that way since I moved in.
I can't simply remove the board and replace it because that would require me to go at it from the floor above, which would require pretty much an entire renovation.
I am thinking of getting some sort of epoxy and steel mesh to cover it but I need to know what a professional would do since the sale of my house depends on it. I'll post a pic later, its really so minor I don't know why they are making a big deal. Hole isn't even the right word for it.

i dont get y u gotta go through the upstairs tho? is it part of ur floor?
