Probably not. The gun is super rare. I've never even seen it. There is a reason it's the most powerful in th game. If anything I just hope it's banned from pvp. Or better yet I hope we see new game modes that disallow certain weapons in pvp

It's a hybrid weapon though. It's a fusion scout rifle. That's the point of the gun

It's retarded that you can negate the factor if skill(aim, reaction, mobility, etc) with 1 weapon(of course not completely)
And it isn't even iron banner(if iron banner even has any difference from crucible)
It's even more ridiculous that people are ok with a weapon that retains one of the highest damage in the game and give it more range/firing rate
