There is or at least was, a relatively large amount of level boosting in the game. I've heard its especially bad on the 360, but many PS3 users did it as well. Several clans are infamous for this.
I really don't see why there was a need to do it, but I guess when the game first came out, they were eager to get onto the first few pages of the worldwide leaderboards or something.
I personally would rather keep my level as low as possible
But since I do so much in each game, my exp goes up much faster than I would like.
Plus before the nerf patch, many of the highly ranked guys got loads of super fast exp by farming their opponents with the attack choppas, not to mention possess some ridiculous kill/death ratios.
