No that's not what that article is about. It's been talked about the last few weeks that the ps4 is able to play 1 and 2 games locally and we stream 3 with ps now. Being able to play 1 and 2 games locally would just require a patch and I've read that it would be up scaled better than the ps3 did.
did you even read it ? the whole article is about ps now saying thats how they are going to add it

The next-generation system came out on Nov. 15 in the United States and other regions. Due to having a different architecture, the PS4 can’t play PS3 video games right out of the box, which upset many fans who wanted backwards compatibility.
However, it seems like Sony Computer Entertainment may be adding the feature back in the near future with the Playstation Plus.
