Best way to raise enchanting is but all the petty/lesser gems you find (Hell, if you're like me and have way too much gold buy common too, wouldn't waste greaters/grand on leveling tho) and have a weapon of your choice that soulbounds on hit for 1 sec. Then take all those and put the enchants on everything. Smith some iron daggers, gold/silver rings, or even that elven shield you found in the dungeon before you sell it. Just a side note, I'm pretty sure using a petty soulgem and a grand soulgem give the same amount of exp... And iron daggers enchanted are worth more than gold rings (after enchant) I believe. So to make more gold, using transmute wouldn't be the best idea, though it can get you some exp in the process.
Alchemy... Your exp is based on the value of the potion. So having a set of +alchemy gear from enchanting will help you level. Sometimes it's worth spending 3 ingredients to make a 800g potion rather than 4 on 2x 400g potions. Ofcorse there's a glitch so you can get 100 alchemy in like 10-15 potions, but I'm assuming you want to play legit

so just buy out the ingredient sales woman in Whiterim every time you're there and harvest everything you can.
