It was fun to me, but it really felt like a multi-player team oriented version of Just Cause 3 (with better car mechanics).

The helicopter was something I could not fly though.. It would either fly really high or plunge back down to earth at an alarming rate. I also found that my AI squad would occasionally just run into the military base with no orders thus creating WW III. Eventually I just left them behind for every mission.
