i think that's actually not much above the lowest recommended speed for most online games iirc

whats the signal strength on the ps4?
if its low its prob not getting full speed and if what douglas said about minimum speeds that could be the issue

and if you were to lag on "just 1 game" eso would prob be that game
it has an open world with a ton of players and moving npc ect ect thats a decent load on the net keeping those up to date in the right locations

Are you connected via wifi or ethernet to your router?

e/ Nvm appears you are on wifi. I would go wired, even if you can't go wired long term, try it for an hour to see how it compares

you realize his upload is only around 256kB and his dl is around 310kB

ISP is your problem for sure. For some reason my PS4 only gets about 1/3 or maybe 1/2 of my web power compared to PC.
So at your bare minimum (if that) ISP specs, I would expect it to be even lower for your PS4 connection (no idea why).
My 100~mb web is more like 30-45 on my ps4.

i mean its lesser if hes got a weak signal but he hasnt answered that o.O

his phone is showing BITS (b)
what you are likely stating is BYTES (B)
every Byte is made of 8 bits
companioes and speed tests tend to list in bits
most downloading stuff will instead list bytes, computer storage is also listed in bytes
