maybe it has crit damage?

on pc prettymuch every wep you roll a socket and put an emerald in it for crit
crit> str by far

also most time dual wep is only good with 2 good weps if there both low damage ur dps goes down pretty hard
maybe you swing faster and hit for about the same with just 1 wep+ shield
