I got 100% completion, bruh lol. If I remember correctly, the people I'm those missions weren't just civilians, they were usually gang members that were shooting back, weren't they? You can definitely do some fucked up stuff in GTA, but I'm just saying the main objective isn't to massacre unarmed civilians.
