i think the best stratgey is to use smoke because the r1 is an instant nuke. look around until somebody matches the description and fire off, and if its him you instantly win. if they run you have to chase them and wait until after they teleport to use an r1 or spam your r2. you wont hit them otherwise.

Once I find him and I shoot him, it only triggers the mission to start
