They might need to be on your friends list. Don't remember if it allows you to type in a name. But you can send anything and multiple items in one package. It's quite convenient.

Are there modded items for vanilla characters. Like low level items that make you OP?

Yes, to the extent they break the game. If you are into doing billions of damage and have the game be a cakewalk, it's possible to get such items.
