I think the old 1%'s and 2%'s can only drop now.
But I am actually unsure of this offhand.

Nothing higher than 2% (Currently +60) is not droppable.

This is well known since the 10% was only given out in events long ago and is now in junk items.

Rumor is that there was some corrupted GM's that handed them out for some side money, but there is no proof except for the gems itself.

This would also include the critical damage gems which is currently vitality gems that was seen during action 6 and lower.
