If you are not from either the United States or from Canada, you can't play.
Try googling for Dekaron Europe. It's the same, but for European players.

If I am correct it's for anyone in North America, canada/usa/mexico/cuba/costa rica/jamaica/bahamas and a bunch of other places would be good too.
