More rich people, more jsp'rs and lesser lag would be Trieste, but the population is quite a bit smaller.

As a mage you use fire ice and lightning ^^
use the AOEs of all elements and lvl them up to 10, concentrate on the ice aoe it freezes the mobs, this helps alot!
stats: enough to wear your weapon ofc. than its up to you -> spirit adds dmg heal adds defense shield and hp (for pvp you need alot heal)
use a wand dont bother going with staff ^^

well it depends what kind of build he wants dmg or heal ( pvp/pvm ) even for mage is good both
