how to make ur 2nd xbox the primary xbox?

my friend 1st xbox360 broke, now is new xbox360 wont play is dl games offline

so how does he change is new xbox360 to the primary xbox360 so he can play his dl games offline

i know there was a way to do this from xbox.com but its been ages since i did it
