You cant take a tank out of the base. Its locked. To enter you need to jump in the base using a car, and no way to leave unless using a helicopter or jet or anything else that fly.

You need to buy the tank.

Maybe he's talking about picking up the tanks with a cargobob while they're already occupied and letting them kill people in the city who have a wanted level
