for the free games per month, if I dl it, then uninstall it later, will i be able to reinstall it at some point later in time to play again

So long as you make the "purchase" you can download it whenever you want. So what I do is I just start the download and then cancel it so I can download it whenever I feel like it.

All you have to do is initiate the download. Then it will be a part of your account.
