Have you tried removing all credit card information from the your Microsoft account through their website and then readding the current information? Kind of a hassle, but might work.
The only thing I can relate to in this department is I had my credit card on too many accounts at one time and couldn't add it on more or buy time again until I removed it from one.
Yeah the weird thing is I can't remove my old card, maybe that could be the reason I don't know ill try to remove the old card as well if that don't help then I don't know what else to do.
