Microsoft either debunked the used game fee rumour or changed their mind. Microsoft is now officially stating that when you install the disc on a console for the second time, it will deactivate the game on the previous console it is installed in. If you want to reactivate the game, you will have to put your disc back in.

Also, there will be exemptions for the online authentication for areas that lack reliable internet connections. The example they gave were foreign military bases.
