I am not too sure but I imagine they do that so you can't just sit in the zombies faces and mash RT.
Maybe they want you to be more strategic and use the kicking to keep enough distance from them, while still being able to hit them, which is the method I use.
Or using the jump backwards while swinging method. Not too sure, though.

Regardless, Only special zombies like the ram,thug,banshee, and infected seem to knock me down. Which is fine considering they are supposed to be a harder battle than your standard walker.
Occasionaly a standard zombie will knock me down but in my opinion its not to the point to make the game not fun, let alone running around crucifying it.

You break his arms with blunt weapons or cut them off with bladed so he can only attack with his head
You jump back every time he starts to swing
You use throwing weapons and molotovs
