They are mostly just random chance. i know that on one of the wiki's there's some cave that will always have some along w/ vampires for their dust; if i think i know what quest you're on.

Anyone here know how to manually trigger the quest "Blood on the ice" from windhelm? It wont trigger for me regardless of how many times I enter windhelm.

edit: for console, not pc

Travel to windhelm about four times from diffrent towns
wait until night time and there should be a murder scene in the graveyard
start the investigation and the quest should trigger.
