The dragon armor is the best light armor, Daedric armor is the best heavy armor. I say this loosely because theres an armor rating cap that makes it possible to use any armor in the game just as effectively as the 'best' kind. Daedric weapons are by far the best weapons in the game though, and thats why I think going up the heavy side is best even if you're a light armor wearer. For the dragon, I can suggest fast traveling by it if its possible. Or depending on what attack is hurting you the most, if its while he's in the air you can go buy a ward spell to help shield from his magic attacks. For the ground I can't really help, if you have all three words of unrelenting force, then thats very useful
sort of, if you get alchemy/enchanting/smithing up, you can use any armor you want and it will be as effective as any other (there is a cap at like 556 armor or 80% damage reduction). you can hit the cap with any armor if you have all those skills max'd out.
