I'm not sure about that.
They said in previous interviews that regions scale between certain levels, like one region will be lvl 5-15 based on your level where another might be lvl 40-50.
They didn't say anything about infinite scaling like Skyrim. The problem with the infinite scaling in Skyrim was that if you branched out too much and mastered every skill, you would essentially dilute your main focus skills vs the exponentially growing HP/Str of the enemies in the world.
