your lvl speed is based on how much you use those skills. Higher difficulty requires more hits to kill, so you use your skills more and lvl faster.

Woot just hit lvl 70 like a boss, finished the mages guild last night wtf it was just as short as the other questlines.. iso morrowind questing

Rofl yeah some quests were really boring but still so much gameplay. Finishing the questlines felt more rewarding.
