Got a 360? I keep mine around for this reason. Fire it up, log in, start download, cancel it. Fire up xbox one and it's in my ready to install list. No cc needed.

If that's not an option you will need to use a payment method even tho it's free. I read something about its their way of proving your region, not sure how true that is tho.
