whats this exactly do? does it make u hit all the time in pvm no matter what ur att ratting is? whats it do in pvp? iso answers

It takes AR out of the equation, you have a 95% chance to hit. However, it does not work on champions, bosses or PvP

so it works on unique monsters? why doesnt it work on champions? they strong againist it or something?

Nope, no bosses, end act or otherwise. Then again, for a pally, that's no problem, you zeal the minions and smite the boss (smite never misses). It doesn't work on bosses and champions because it was designed NOT to.

champions = unique monster or champions or ghostly or beserk etc..

Champions = monsters with purple text, ghostly, berserk, etc. Bosses = End act bosses or any monster with a name.
