I watch anime a good little bit and pick up on alot of it. most of the time i can understand them i just can't speak it.

School is by far the best method. Check the catalogs of the community colleges in your area.

I have heard Rosetta Stone teaches through immersion. This is a rather poor way to learn a foreign language.

learn the grammer and characters (kanji, hiragana and katakana.)
a way i found useful for me was to write each character into a card and the english at the back.
