It all depends on what number comes last. if it's 2, 5, 7, or 9 then apply the priciple above lol

oh gosh, kansaiben and hiroshima area have there own dialect and people who only speak and know tokyo-ben might have trouble understanding.
but if u know standarad tokyoben thereare no rules on how to express time differently.
