I think he WANTS to write 这起你时朋友，他叫Jeppe. But even then, this wouldn't be the correct way to express 'this is from your friend Jeppe', which is I think what he means.

If taken literally as it is written there, because some of the characters are wrong and the grammar is weird, it sounds more like 'This arose from your companion again, and he is called Jeppe'. Sounds quite funny to me.

if he wants to say this is from your friend jeppe, it would be 这是从你的朋友，jeppe, 来的
he uses "叫“，so i think he's trying to say, 这是你的朋友，他叫jeppe, which would translate to "this is your friend, his name is jeppe"

considering it looks like it is done with paint, id say it can't be dead easy anyway
