你是说鲸海？如果按中立意见，那么就按大陆架来划分，因为历史重叠区域和争议太多。按照大陆架划分，朝鲜和韩国占的比例应该比日本大。不过这种争端不是那么轻易解决，海洋划界相当困难。中国又何尝不为这些事情困扰。如果要搁置争议，那就不叫朝鲜东海OR日本海，而是按照中国明朝地图，叫鲸海。然后再按大陆架划界好了。只是民族感情上来说，恐怕你们两国都接受不了，这些争端不是那么容易判明和结束的。

In my opinion, no solution but fight, and the winner should be the owner, same principle since ancient ages.

But nowadays, hard to make real fight between two peace-need countries.

So.... your grand-grand-grand-grand sons will determine the name of the sea then...haha
