• Fill in a nickname.
• Start chatting.

Advantages of IRC:
Can accommodate lots of people
Active, real time chat
Always available even if the game/steam is down

Just an fyi, webchat tends to lag out at times so I'd recommend using an IRC client if possible (i.e. mIRC, xchat, etc).
