How do you obtain a bigger upgrade cap on a item ?
I know its higher level the more it is but i tried a for magus quarters to obtain the dragon on insane. all i got was a 1/27 dragon?

It's luck and doing harder maps + difficulties increases the chance for a good one.

Insane glitter sometimes spawns a 54^ familiar in my tavern for example, but not always.
