How does a 81^ ray gun hit 10900 attack.... that's not possible.

Do CT's have a higher weapon damage per upgrade than other ranged weapons?

Otherwise that item would've had to have started with 4428 base damage....

A 4K+ Base on any weapon other than a Mallet doesn't make sense to me either.

Every weapon type has a "maximum" number of shots per second or weapon damage per upgrade.

They are set in stone except maybe if it is a named item reward.

Items can spawn with max, or with less and be upgraded to max.

Miniguns max out at 10sps, bonebows at 7sps, ray guns at 6 sps, etc. I don't believe there's any weapon type that maxes out at 8/9 sps.

Not accusing you of hacking personally, but those items are almost assuredly hacked/modded items.
