That's hard to say. I've seen those bows with 350 base 60ish upgrades. I've also seen this bow with projectiles.

Ask them to fire it first. From what I remember I think they shoot weird.

Compared to the monk items I have seen on this forum recently, this better be legit cause if it's not that I call out all those other items to be modded.

Thought these couldn't get projectiles. My main reason for asking, I've seen higher base damage. Just no projectiles

they can ahve projectiles but its useless, i remember i got a gun when i was level 46, obviously much less stats but it had one projectile which shoots at almost right handed angle.
So no, do not buy it unless you want to have a retarded gun that shots sideways lol.
