Change your DL speed in your settings and go to Task manager and set Steam as a priority - you will download faster so long as your ISP gives you a decent mBit up/down.

I can't get the new DLC :(

Steam hates me or something and refuses to accept my paypal payment as well as credit card payment outta nowhere, don't know why, paypal has well more than enough balance and CC is just fine..
