I bet dcbc can confirm this as he seems to know about this best from the quantity of survival items he sells. I'm pretty sure armor with only 30 or so ups can't have stats that high. Armor that has 40+ ups yeah it might be possible, but I haven't found anything with stats that high yet.
Funny how he didn't even know survival ended at 25 as well. I find it hard to believe he's able to find gear this nice and think it ends at 30.

Actually armors with upgrades between 35-39 CAN have stats higher than 30, although most seem to have some kind of negative stat associated with it or missing one. Here are a few screenshots of this, the gear was farmed from Alchemical Laboratory Insane Survival 25 waves.
