I lived in Rio for ten years, and I'll tell you - it's a pretty crappy city. The areas nearby the beaches are half-decent, whereas the rest of the city is plagued with shitty roads, huge traffic jams, erratic public transportation system, slums in virtually every neighborhood and astronomical crime rates. Oh, and a thoroughly incompetent and corrupt administration, which as the saying goes, "Only do things so the English/Americans can see.".
In terms of partying, women and soccer - or entertainment in general, though, the city never fails to deliver.
