I know you gotta be friends with someone on steam for 3 days before you can send them a gifted game right? Is there a quicker way not having to wait 3 days? Can you do balance instead?

I think it's only 3 days to gift balance, there is no restriction to gift games besides being friends. Someone correct me if I'm wrong
