yes it makes a difference if your seller is from a country with a different currency, both currencies must be the same for steam gifts to work,

otherwise you can trade steam balance and it will make an auto conversion to your currency

Doesn't matter where you're from and currencies do not have to be the same. Most games can gifted across most regions.

I've gifted more than a thousand worth of games across regions and have only ran into an issue twice with region/currency.
